Sam taking the mantle is a legacy replacement where a new hero takes on the mantle of a fallen hero. Unfortunately, he went downhill when he was written to replace Steve Rogers as Captain America. Almost all fans agree Sam Wilson was a great replacement in both comics and the movies. He was a great character (and still is after 2017).
